Subject: AEC discussion phase

Dear AEC reviewers,

Thank you for completing your reviews on time. We now move into a one week discussion phase (ends Monday July 22, Samoa).

Please read the rest of this email carefully to understand the process and our expectations.

1. We will use Cyberchair's online discussion feature which allows reviewers of the paper to hold an electronic discussion. Initially the discussion will be private to those reviewing that paper and the chairs. Subsequently we will open it up to all non-conflicted reviewers. The discussion is not disclosed to authors.

2. We have kicked off the discussion with a post identifying the discussion leader for each paper. The discussion leader is responsible for: a) ensuring that a healthy discussion takes place, and b) writing a short summary of the reviewers' point of view.

3. Your goal is to reach a consensus position within one week (deadline Monday July 22, Samoa), that position should be reflected in the discussion summary, written by the discussion leader.

4. The discussion summary:
- Should be written at the end of the discussion (we will prompt you).
- Should be a consensus statement (even if that means identifying divergence of views).
- Will ultimately be sent to the authors (by pasting it into one of the reviews).
- Must be written in an appropriate tone.
- Must not disclose the reviewers' identities.

At the end of this phase we will move to a one-week decision making phase. During the decision making phase the AEC will be able to see all papers that they are not conflicted with. Towards the end of that phase, the chairs will make recommendations on each paper based on the discussion, and ask for confirmation. The recommendations will be "E: exceeded expectations, M: met expectations, or N: did not meet expectations".
